Career
A strategic vision of Earth data
Transformational leader in Earth observation, environmental knowledge systems, digital data infrastructures and international cooperation, with more than 30 years of experience building bridges between science, institutions, countries and users. My career has been dedicated to transforming fragmented initiatives into integrated and trusted ecosystems of knowledge and action, enabling countries and institutions to strengthen their sovereign capacities, inform public policies and play a greater role in global environmental agendas.
Executive Snapshot
DIRECTION
30+ years of experience
Experience in Earth observation, environmental data infrastructures, scientific diplomacy integrated approaches and sustainable development.
INTERNATIONAL
8+ years in scientific diplomacy and institutional representation
Served as IRD Representative in Brazil and Paraguay, Acting Director of the ORSTOM/IRD Centre in French Guiana, and Geospatial Adviser to the President of IRD, building bridges between science, Earth observation, governments, regional institutions and international cooperation
10 years directing Data Terra
Leadership of one of Europe’s major distributed Earth system and environment sciences data and services research infrastructures.
Long-standing GEO engagement & Science, data and decision-support interactions
Capacity-building, Programme Board, GEO Work Programme activities, French and European delegations.
Helping users discover, integrate and transform satellite, in situ, modelled and AI-ready data into trusted information adapted to their needs, decisions and organizational contexts
15+ years multidisciplinary research structures
Leading multidisciplinary, multisite geospatial research-action teams (150+), connecting sensors, Earth observation, data systems and field expertise with users, public institutions and integrated territorial management in partnership with countries of the Global South.
Global research for development cooperation
Experience acrossFrance, Europe, Africa, Brazil, Amazonia, the Indian Ocean and the Pacific.
Selected Strategic Achievements
Building global partnerships through co-designed programs that unite academic and institutional expertise from North and South. We create shared frameworks to ensure environmental data is used effectively across all continents.
DATA TERRA
Contribution to the development of the EOSC programme
Led the transformation of Data Terra into a major distributed Earth system data infrastructure in France and Europe, connecting scientific communities, thematic data centres and public institutions around interoperable environmental services.
Led the integration of Data Terra into the European Open Science Cloud and supported FAIR-by-design environmental data spaces serving science and policy. A strong commitment to developing open science that is not only FAIR but also CARE-aligned.
Europe-Africa cooperation
Building sustainable environmental observatory networks via OT SEAS / GEOSUD / AGEOS
Helped translate an EU–AU political ambition into operational Earth observation services for African regional institutions and users.
Some examples : AMESD, BRAGMA-FP, …
French Guiana for the Amazon, Réunion for the Indian Ocean, and Gabon/AGEOS for Central Africa. Helped develop Earth observation reception and service infrastructures in Amazonia, Gabon, the Indian Ocean and France, strengthening regional access to satellite data and decision-support capabilities.
Science to action
Across scientific databases, remote sensing, decision-support systems, research laboratories, Data Terra and international programmes, my work has pursued one goal: turning science, data, technology and cooperation into trusted capacities for institutions, countries and communities..

From pilots to durable infrastructures
Making North–South cooperation equity concrete
Digital and environment transition
Experience in building and scaling Earth ecosystems.
Ensure that pilot initiatives and flagship ambitions lead to lasting capacities. Strategic programmes must become durable public assets.
Cooperation, regional infrastructures, local training, co-design with users, fair access to data, methods and expertise.
Equity cannot remain a principle alone. It must take the form of balanced cooperation, regional infrastructures, local training and fair access to operational services for countries that remain under-equipped.
Resource mobilization and prioritization toward transformative programmes, which makes leadership in governance.
A stronger strategy requires stronger implementation capacity. Reinforce governance, resource mobilization and practical support. Earth Observation Data is to become a trusted capacity for all.
